CBD Advice to Government
A meeting of the CBD Conference of the Parties
To provide on-going practical advice to the UK Government to assist the implementation of the Convention on Biological Diversity and the negotiations of the International Regime on Access to Genetic Resources and Benefit-Sharing and the FAO International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA). The main contributions and products are:
· participation as a member of the UK delegation for relevant CBD/FAO meetings;
· expert input to pre-meeting briefings and reports;
· briefing on rising issues of potential concern to UK collections/research stakeholders;
· secondment of experienced CBD Unit staff member to Defra to conduct review of ABS implementation by UK stakeholders; and
· co-organisation and facilitation of UK ABS stakeholder meetings
This work is linked to the timings and content of CBD meetings. Non-CBD Unit staff are involved as appropriate to the subject matter. In 2001-2005, Kew staff participated in the UK delegation for the 6th and 7th meetings of the Conference of the Parties to the CBD, the 7th, 8th, 9th and 11th meetings of the Subsidiary Body for Scientific, Technical and Technological Advice (Global Strategy for Plant Conservation, Mountains, Technology Transfer, Drylands), Technical Expert Group meetings on Technology Transfer and Drylands, the 1st, 2nd and 3rd meetings of the Working Group on Access to Genetic Resources and Benefit-Sharing, and FAO meetings leading to the conclusion of the ITPGRFA. An issue of particular concern to UK collections and researchers that is currently being tracked by the CBD Unit and communicated to Defra and other UK stakeholders, is the proposal to introduce ‘certificates of origin’ for genetic resources as part of the International Regime.
